Nature of project: Computer literacy training for nursery and primary school teachers

EXECUTIVE SUMMARY

1-              Project Beneficiary/Location

The direct beneficiaries of this project involve some 256 teachers from the 128 Cameroon Baptist Convention Nursery/Primary schools, while the indirect beneficiaries are some 22,709 school pupils from the 128 Cameroon Baptist Convention schools that are located in four of the ten regions of the Republic of Cameroon. This intensive training seminar for which this project proposal is seeking to address shall be carried out in three sessions, and shall take place in Buea, Bamenda and Ndu centres.

The Republic of Cameroon is situated in the West of Africa and shares common land boundaries with the Central African Republic, Republic of Congo, Equatorial Guinea, Gabon and Nigeria. Cameroon has a population of 19,450 million inhabitants and a land surface area of 475,440 square kilometers. Her official languages are English and French.

 

2        Overall Objective of the Education Board of the Cameroon Baptist Convention

 

The Education Board of the Cameroon Baptist Convention is a non-profit making organization that exists to provide quality and affordable or free education to the unprivileged ones; irrespective of religion, race and nationality; for the social, moral, cultural and economic development of Cameroon.

 

3 Problem statement

 

This project proposal seeks to upgrade the skills of both the trained and untrained Nursery/Primary school teachers of the Cameroon Baptist Convention (CBC) following the introduction of the teaching of computer literacy in the said school levels by the Government in the year 2007. This problem is one amongst three in the area of professional training for teachers and out of the four focus areas where the Education Board of the Cameroon Baptist Convention (EB-CBC) and the parent teachers association of the various schools are seeking to ameliorate their qualities and standards. The other three focus areas include school infrastructures construction/rehabilitation, didactic materials/equipments provision, staff sufficiency/motivation and school beneficiary community supports.

The CBC Education Board is in dire need of your assistance to enable her come out of the current crisis that is being faced with the management of schools, which has its root cause from poverty and aggravated by the suspension of subventions from the Government for four years without prior notification because of economic crises, and followed by drastic reduction and irregular payment of the subventions by the Government, after reinstatement.

3         Project’s Purpose /Expected outcomes

 

The purpose of the project is to increase the knowledge/skills of some 256 EB-CBC Nursery/Primary school teachers through three in-service intensive trainings on computer literacy, to be carried out in nineteen (19) weeks after funding is solicited. The expected out comes will be the improvement/increment in the working/economic conditions, teaching quality, examination grades, and school enrolment.

 

4- Main Activities

 

4.1-Activities that have already been carried out include:

  • Need assessment, project formulation and proposal writing.
  • Fundraising contacts is underway

 

4.2- Activities that are still to be carried out include:  

  • Employment of the trainers and other service providers
  • Acquisition of materials and preparation of training hand outs, and visual aids
  • Arrangement for material/equipment supply, feeding, lodging and training hall facilities
  • Execution of the three training sessions at the three respective centres (duration of each session shall be four days)
  • Monitoring, evaluation, report writing and financial justification.

 

5       - Implementing Parties

The implementing parties shall comprise of the Education Board of the Cameroon Baptist Convention (EB-CBC), Computer literacy training consultants, Materials/Equipment suppliers, and Restaurant catering service providers. Apart from EB-CBC; the other parties shall be employed from the North and South West Regions of Cameroon.

 

6       Total Project Cost /Sources of Income

 

The total cost of the project stands at nine million, eighty hundred and ten thousand francs (9,810,000) French currency in Africa (FCFA); while the sources of funding are stated as follows:
i) CBC Education Board contribution  = 4,910,000FRS CFA
ii) Expect foreign Aid                           = 4,900,000 FRS CFA

 

1.6       Conclusion

 

The realization of this training project phase one will contribute about 10% progress towards achievement of information communication training objectives and thus will enabling CBC-EB to at least increase the effectiveness/efficiency in preparing a dynamic force in the home, community, government and profession; for the social, moral and economic development of Cameroon; and thus providing the opportunity for Cameroon citizens to escape poverty.

E) EXECUTIVE SUMMARY

1               - Project Beneficiary/ Location

 

The direct beneficiary of this project is the 556 pupils that pass through this institution each six years, parents, teachers and Education Board of the Cameroon Baptist Convention(CBC-EB), meanwhile the indirect beneficiaries are some 5 000 inhabitants of Kedjong ketinguh village. The project is located about 40km from Bamenda town, along the Bamenda-Ndop high way road stretch of the Bamenda ring road. It is situated in the Ndop central Sub-division of Ngoketunjia Division, North West Region of the Republic of Cameroon.

3               -Problem statement

 

This project proposal seeks to solve the problem of uncompleted, none standard and insufficient school building infrastructures in Kwighe school which is an institution of the Education Board of the Cameroon Baptist Convention (CBC-EB). This problem is the first priority from among five other focused areas of which the school is encountering. The others include professional training for teachers, didactic materials/equipments provision, staff sufficiency/motivation and school beneficiary community supports.

The Education Board of the Cameroon Baptist Convention (EB-CBC) schools and other private schools in Cameroon had been experiencing serious crisis with the management of schools especially the Nursery/Primary schools since 1990 with it root cause from poverty and aggravated by the suspension of subventions by the Government for four years (1992-960) without prior notification, and drastic reduction after reinstatement.. This poverty, couple with high rates of illiteracy, manifests and affects the economic activities of the country and thus making the income levels of the CBC school communities to be very low and they are unable to provide sufficiently the school needs of their children. This economic crisis has also caused the government to drastically reduce the subventions that were being paid to the private schools, while the minimal subvention that is being paid now is irregular. Under these circumstances, the CBC school administration and parent’s teachers associations find it difficult to raise sufficient resources for a smooth operation and maintenance of their schools.

These circumstances have caused EB-CBC to resort to seek projects/programmes sponsorship to address the above stated problem and others, in order to succeed in their objectives thereby contributing to the attainment of the millennium development goals in Cameroon.

4               --Project’s Purpose /Expected Outcomes

  In that regard, the purpose of this project is to provide sufficient, improved, durable/permanent school buildings that meets up with education/engineering norms for a batch of at least 556 pupils each six years and 6 teachers of CBC school Kwighe, while starting with the construction of two classrooms, in four months after funding is solicited. The expected outcome will thus be to have increased/improved school buildings, safe/ healthy school buildings; thereby improving accommodation, security and hygiene/ sanitation conditions in the school.

5          - Main Activities

5.1-Activities that have already been carried out include:

  • Need assessment , and the formulation of project phases
  • First phase of the project formulation and proposal writing.
  • Fundraising contacts is underway

5.2- Activities that are still to be carried out include: 

  • Planning meetings
  • Employment of the masons, iron benders, carpenters  and building material supplier
  • Construction of the various components of the two classroom building
    • The Parent Teachers Association committee members, Project Supervisor, the Pedagogic adviser and Project Site Foreman Hold weekly meetings to plan works to be done and also to evaluate works already done. Extra-ordinary meetings shall be held when the need arises.
    •  The Parents Teachers Association executive committee and the Supervisor to carry out day to day follow ups of the project.  
    • Monitoring, evaluation, report writing and financial justification.

6                - Implementing Parties

The implementing parties shall comprise of the Education Board of the Cameroon Baptist Convention (EB-CBC), The Parent Teachers Association, the project executing team and material supplier. The project execution team and Material supplier shall be employed when funding for the project is solicited. Implementation partners shall as well include donor organizations who may contribute either in financial, material or skill resources.

 

7 - Total project budget

 

The total cost of the project stands at Nine million, Five hundred and Eighty-eight thousand,               

Nine hundred and sixty francs CFA (9,588,960) while the sources of funding are stated below:

1.  Kwighe School PTA in-cash contribution    =   500 000 FCFA       - 5.21%

2.  Kwighe school in-kind contribution             = 1,086,650 FCFA     -11.33%

3. CBC- EB contribution in-cash/kind               = 425,000 FCFA         -4.43%

4. Requested aid                                                   = 7,577,310 FCFA     -79.02%

 

7 - Conclusion

The realization of this project phase one will contribute about 15% progress towards achievement of the school building objectives and thus enabling CBC-EB to at least increase the effectiveness/efficiency in preparing a dynamic force in the home, community, government and profession; for the social, moral and economic development of Cameroon; and thus providing the opportunity for Cameroon citizens to escape poverty.
